Authors' objectives: The aim of this study was to define a framework for measuring efficiency in the use of operating rooms, and a set of performance indicators and variables to facilitate interpretation for benchmarking in Catalan hospitals and the Spanish Health System.
Authors' recommendations: A theoretical model has been proposed for measuring efficiency in the use of surgical blocks including the availability of tools for clinical practice and management, professional skills and coordination of operating rooms, use, performance and productivity, satisfaction of professionals and other outcomes of the quality of care. We have not identified previous literature reviews of literature and formal consensus of experts, to define indicators for measuring the performance of surgical blocks in the context of Catalonia or the Spanish Health System. Thus, a manageable number of indicators focusing on the use and performance have been finally proposed. Their relevance, feasibility and validity has been achieved mainly by the wide participation of experts in their consensus, also reaffirmed by their application in routinely practice and management of hospitals for the planning of agendes and resource allocation. Moreover, international studies have been identified that confer robustness and validity to the proposal. Defined indicators will allow to describe the efficiency in the use of surgical blocks, deepen in factors related to better/worse performance and identify areas for continuous improvement.
