Authors' objectives:

To evaluate the safety and effectiveness of home intravenous and other infusion drug therapy; to describe the industry providing this service; to assess options for Medicare coverage and payment for this service.

Authors' results and conclusions: Medicare does not explicitly cover home drug infusion therapy but probably pays for a substantial amount through other benefits. Explicit coverage would improve the care that patients receive but would not reduce Medicare expenditures, at least in the short run.
Authors' recommendations: OTA discusses nine issues that would arise if Medicare decided to cover this technology and presents alternative options for each (e.g. who should be eligible for the benefit, how services should be reimbursed). The report presents nine additional options relating to potentially useful research and demonstration studies.
