Authors' objectives:

To design a technology assessment study in the field of extramural technology.

Authors' results and conclusions: The number of people with physical handicaps will continue to grow for a variety of reasons. Technologies will help them to live independently at their homes for as long as possible. Possible synergies between development, production, purchase and use of technologies for elderly, handicapped and chronically ill people have been investigated. Furthermore the best ways to select good topics for innovation of new or improved technical products and services have been investigated to warrant that the actual development will result in effective products that can be well embedded in the necessary technical and organizational infrastructure and in the values and social circumstances of the people involved.
Authors' recommendations: Based on the findings in this preliminary study an outline for a Technology Assessment, to be executed in 1994/1995 was given. The TA study should proceed in three stages: research to select possible topics; feasibility studies; a strategic conference and report. The TA study will result in a report to parliament advising parliament on the importance of and the right topics for technology policy in this area. Also the way technical products and services should be developed and introduced in this field and the way ministries can co-operate with each other and with other organizations in society will be recommended.
