Guide d’accompagnement pour l’évaluation de la Politique nationale pour les personnes proches aidantes
Authors' objectives:
In the context of the adoption by the government of the Act to Recognize and Support
Caregivers (hereinafter “the Act”) (RLRQ, c. R-1.1) as well as the implementation of the
National Policy for Caregivers (hereinafter “the Policy”), the MSSS has mandated
INESSS to develop an evaluation process and indicators to evaluate the Policy’s goals
achievement. To this end, a companion guide and its supporting report have been
produced.
Authors' results and conclusions:
RESULTS : (#1 PROCESS FOR EVALUATING THE POLICY’S GOALS ACHIEVEMENT): The preferred approach is based on a contribution analysis and the use of a results chain
for each goal of the Policy. A results chain represents the sequence of expected events
between activities implemented as part of a policy (measures of an action plan), outputs
(goods, services and products resulting from the implemented activities), direct and
intermediate outcomes (first observable results and changes in terms of practices,
behaviors, knowledge) and final outcomes (benefits for the target population). (#2 POLICY’S GOALS, OBJECTS OF EVALUATION AND EXAMPLES OF POTENTIAL INDICATORS): INESSS’ work has led to the identification of the goals around which the Policy’s
evaluation could be structured. Each goal has been operationalized as an object of
evaluation. Each selected goal would be the subject of a results chain integrating the
object of evaluation as the expected final outcome. CONCLUSIONS: The efforts invested in the evaluation process of the Policy aim to ultimately
improve the collective support to caregivers who play a valuable role for their care
recipients.
Authors' methods:
The present work relies on the integration of scientific, experiential and contextual data.
To propose an evaluation process for evaluating the Policy’s goals achievement, a rapid
review of the literature on public policies impact evaluation as well as consultations with
an advisory committee and experts in public policies evaluation have been conducted.
