[Exploratory evaluation of the relevance, use, and impacts of teleconsultations]

Évaluation exploratoire de la pertinence, de l'utilité et des impacts des téléconsultations
Authors' objectives:
Following the declaration of a state of emergency due to the COVID-19 pandemic, and in order to ensure continuity of care and services while respecting public health containment measures, telephone and video teleconsultations were rapidly implemented. In order to assess what the best teleconsultation practices in health and social services are, three evaluation components were developed: i) the contexts where teleconsultations would not be appropriate, ii) the benefits of teleconsultations by video compared to those by telephone, and iii) the impacts of teleconsultations on chronic disease outcomes related to the quality of primary care and services.
Authors' results and conclusions:
It was determined that the situations where the use of telehealth is not appropriate should be based on the judgment of the clinician or the professional by considering factors including the need to perform a physical assessment of the user, advanced age, and conditions that may affect the user’s ability to use the technology. Evidence also suggests that the appropriateness of video teleconsultations versus telephone consultations depends on the situation and the importance of visual examination when assessing the client. Teleconsultations by video or telephone could make it possible to offer care and services to clients suffering from chronic diseases. However, well-conducted studies will be needed to validate the quality of care and services offered by these modalities.
