Authors' objectives: HIQA was requested by the Department of Health to undertake an international review of planned public health measures and strategies to limit the impact of COVID-19 surges. This review informed the work of the COVID-19 Advisory Group and assisted with winter planning to mitigate the impact for the population and for the health service in the event of a COVID-19 surge.
