[Satakunta Macropilot Project: outcomes evaluation]

Authors' objectives:

The Satakunta Macropilot Project (1999-2001) tested the regional application of information technology (IT) in social welfare and health care. The aim was to support a seamless linking of services by various providers in a way that responds optimally to client's needs. The project partly implemented the more extensive IT strategy of the Ministry of Social Affairs and Health, and was a part of its welfare cluster collaboration. The more detailed aims included the safe and more effective transfer of electronic client data, testing the electronic client card and using case managers. The external evaluation was coordinated by FinOHTA, aiming at considering the outcomes of the Macropilot Project and their effects on the function of social welfare and health care.

Authors' results and conclusions: Due to delays in the technical solutions, the evaluation remained incomplete. It is possible to create a regional IT system, and local professionals expressed a clear need for this. Experiences of the electronic client card and case managers were few and gave insufficient basis for evaluation.
Authors' recommendations: The client data needs in social welfare and health care should be analysed in more detail. Clear definitions of relevant data and firm understanding of their use is needed to support technical solutions for data transmission. IT solutions must not limit developments of the content of client databases or other data sources.
