[Notice on equal access to physiotherapy services. Part II - Analysis of the terms and conditions of access to psychotherapy for the treatment of adults with depressive disorders and anxiety]

Authors' recommendations: Clinical practice guidelines, including those produced by the Canadian Network for Mood and Anxiety Treatments (CANMAT) and by the National Institute for Health and Care Excellence (NICE), establish the need to have access to a competent professional with the appropriate expertise and training to treat patients with depressive or anxiety disorders, to choose an appropriate, evidence-based treatment, to build a good relationship with the patient, and to take patient preferences regarding the choice of treatment into account. These guidelines highlight the importance of stepped care treatment (in 3 or 4 steps) or treatment by phase (acute or maintenance), according to the symptoms and level of severity of the mental health disorder. The type of care provider and therapy is specific to each stage or phase. On average, between 10 and 12 psychotherapy sessions are covered and reimbursed by most of the public insurance plans in the international programs that we studied. In Québec, the practice of psychotherapy is governed by a law that specifies, among other aspects, the professionals entitled to practise psychotherapy and the conditions they must meet in order to acquire and maintain this right. The psychotherapy services covered by the RAMQ are available in the public system and are preferably delivered according to a collaborative care model involving various health professionals. Some community organizations also offer psychotherapy services to people with low income. Special programs are also offered to road accident victims by the Société d'assurance automobile du Québec (SAAQ), to work accident victims by the Commission de la santé et de la sécurité du travail (CSST), to victims of crime by the Direction de l'indemnisation des victimes d'actes criminels (IVAC), which is under the CSST, or to Aboriginal peoples through Health Canada's Non-Insured Health Benefits Program. Except for these programs, psychotherapy services delivered in the private sector are not covered by RAMQ.
