Authors' recommendations: This study was performed to improve discussion and decision making on healthcare safety issues of the Healthcare Safety Advisory Committee of the NECA to support Korean Government safety policy making. For this purpose, we reviewed three countries' patient safety policy-making processes, including the UK, Australia, and the US. The three countries considered in this study can be characterized by their patient safety initiatives. The UK has strong government initiative patient safety programs leaded by the Department of Health. Australia has the nongovernmental initiative of APSF, and the US has a governmental agency, the AHRQ initiative program. We can draw several implications to facilitate better patient safety decision making in Korea by the Healthcare Safety Advisory Committee of the NECA. First, governmental initiatives for patient safety policy need to be strengthened to create supportive environment, including the establishment of an incident reporting system and related regulations. Second, governmental agencies should take the initiative for patient safety research and programs. They can be activated and facilitated with governmental funding and other supportive actions. Third, voluntary efforts to improve patient safety by nongovernmental organizations, especially medical societies, need to be activated. It will be important to have close relationships among the governmental agencies, including the NECA, the Healthcare Accreditation body, and patient safety organizations for the efficient and stable safety issuing mechanism of the Healthcare Safety Advisory Committee.
