Evaluating mental health services: overcoming the obstacles and integrating evaluation into practice

Authors' objectives:
To ensure resources are used effectively and efficiently in minimizing burden of illness and maximizing human potential, evaluation must become an integral component in the delivery of mental health services. This paper provides an overview of evaluation initiatives in Saskatchewan and is intended to lend impetus and focus to future evaluations.
Authors' recommendations:
This study concludes that several obstacles are preventing evaluation from becoming a regular part of service delivery. The Commission's recommendations range from a call for increased investment in evaluation resources (including staff and technical resources such as databases and information systems) to advising that evaluation become part of the daily service cycle. HSURC has developed and distributed a resource list intended to help district managers and providers design and implement evaluations of local mental health programs.
