Reforming the health services in the Baltic countries

Authors' objectives:

In 1996, DSI organised a workshop in Copenhagen entitled 'Health Care Reforms in the Baltic Countries', where experts from the Baltic and Nordic countries met to exchange ideas and experiences in health care reforms. The proceedings from this workshop have now been gathered in an edited form in this report.

Authors' recommendations: The representatives from WHO and the World Bank present central themes in the reform processes in the Baltic Countries and then experts from Estonia, Latvia, and Lithuania provide detailed descriptions of the ongoing initiatives and reform processes in the respective countries. Finally, three Nordic economists summarises the experiences of the Nordic health care reforms with regards to financing and organisation of the primary sector, development of health care insurance systems and processes of decentralisation. The report has mainly been written by economists and aims at readers with a broad interest in health care reforms and with specific interest in the Baltic health care systems.
