[Decentralized cooperation for development in health and environment: Assessment of barriers and opportunities]

Authors' objectives:

This report aims to: a) describe the barriers and opportunities perceived both by funding agencies and by NGOs, referring to the efficiency of decentralized cooperation for development of the Community of Madrid; b) describe the barriers and opportunities perceived by funding agencies as well NGOs, to implement the approach Eco-health cooperation projects for development; c) describe the characteristics of the projects on health and environment supported by funding agencies and implemented by NGOs in the Community of Madrid.

Authors' recommendations: The current model of Decentralized Cooperation requires to be restructured, without losing its characteristics of horizontality and participation, in order to yield appropriate results in recipient countries. In this sense, it would be appropriate to train the technicians who evaluate projects, standardize the forms of the different calls, establish a common fund and promote projects that can be continuous and sustainable (not based on the annual funding). On the other hand, it is a fact that the determinants of health in the countries receiving official development aid differ greatly from the current determinants of health of Western countries. Due to the absence of a holistic view of health and the lack of a method for the integration of health, environment and gender a new focus on health cooperation appears as necessary to integrate these three factors as key determinants of health. A participatory identification of the beneficiaries from the beginning, assumed by them, could take place to achieve successful results.
